Program Evaluation

Forum Research’s team of consultants has a long history of completing qualitative and quantitative program evaluation studies for public sector and social services organizations. At Forum, all of our program evaluation studies are rooted by the belief that evaluation of any kind must be designed to, ultimately, support documentation of what has happened in a program. When working with clients to evaluate program effectiveness, we’ll succinctly show: 1) what actually occurred, 2) whether it had an impact, expected or unexpected, and 3) what links exist between a program and its observed impacts.

With this information, program managers are able to (re)direct limited resources to where they are most needed and most effective amongst their stakeholders or communities of interest.

Framework for Program Evaluation


This ‘back end’ evaluation, however, is only a part of the role we play with our clients. At the ‘front end’, we are also frequently involved in bringing the ‘voice’ of relevant stakeholders to the program development process – assisting our clients at isolating participants’/beneficiaries’ wants, needs, attitudes and so on. In short, Forum not only helps in designing effective programs, but also in evaluating their impact once they go ‘live’.
